The United Kingdom and the United States have forged a major bilateral deal that will guarantee no tariffs on UK drug shipments going into the US market.

Agreement Details of the Pact

As part of the deal, the UK has committed to increase spending on drugs through the public health system. This move secures that import taxes on these key goods will remain at nothing for a timeframe of the next three years.

This agreement is in response to earlier warnings to significantly raise tariffs on patented pharmaceutical imports, with increases discussed up to 100%.

"This agreement with the UK strengthens the global environment for cutting-edge drugs and introduces much-needed balance to U.S.–U.K. medicine commerce," a statement declared.

Commercial Impact

Pharmaceuticals constitute one of the UK's most significant export categories to the America, which is clearly the primary buyer for major companies like GSK and AstraZeneca.

Export figures indicate that in the 12 months leading up to September, the UK shipped pharmaceutical products worth billions to the US. This amount accounted for 17.4% of total UK exports in that timeframe.

"This deal secures employment, increases investment and paves the way for the UK to emerge as a global hub for life sciences," the Business and Trade Secretary commented.

Detailed British Pledges

The pact includes several key pledges from the UK:

  • Higher Cost Ceiling: The UK will increase the affordability limit at which it deems new treatments to be unaffordable by twenty-five percent.
  • Higher Drug Budget: There is a target to raise overall public funding on medicines from 0.3% of GDP to 0.6 percent over the next decade.
  • Refund Ceiling: The percentage manufacturers must pay back to the NHS to control costs will be capped at 15%. Last year, repayments exceeded twenty percent.

Broader Context

This agreement follows a ongoing row between the drug companies and the ministers over spending levels and regulatory access.

The disagreement were intensified by claims that US consumers were paying several times more for the same drugs than patients in the Britain and the EU.

Over the last 18 months, several significant drug company projects in the UK have been paused or abandoned, while major expansions have been pledged toward US facilities.

One official publicly accepted that the NHS needed to invest a greater share on medicines, noting that its expenditure on drugs had decreased as a proportion of its total funding over the last ten years.
